Chapter I General Provisions
Article 1 the name of this society is the Chinese silkworm society. The English translation is Chinese society of serial science, abbreviated as CSSS.
Article 2 the society is composed of China's Silk Science and technology workers and relevant units on a voluntary basis. It is an integral part of China Science and Technology Association, a link between Silk Science and technology workers and an important social force for the development of silk science and technology.
Article 3 the society implements the scientific outlook on development, adheres to the idea that science and technology are productive forces and human resources, unites and mobilizes Silk Science and technology workers, takes economic construction as the center, promotes the implementation of the strategy of rejuvenating the country through science and education, the strategy of strengthening the country through human resources, and the construction of a new type of country. Adhere to the policy of "letting a hundred flowers bloom and a hundred schools of thought contend", advocate good style of study, promote the prosperity and popularization of silk science and technology, the growth of silk science and technology talents, and the combination of science and technology and economy. To reflect the opinions of silk science and technology workers, to safeguard their legitimate rights and interests, to serve economic and social development, to serve science and technology workers, and to contribute to the revitalization of China's Silk Science and technology and socialist modernization.
The society abides by the constitution, laws, regulations and national policies, and social morality.
Article 4 the Institute shall accept the registration of the China Association of science and technology and the association in charge of its business
The administrative organ is the Ministry of civil affairs.
Article 5 the address of the society: Zhenjiang City, Jiangsu Province.
Chapter II business scope
Article 6 the main tasks of the society are as follows:
(1) Carry out academic exchange activities in the field of silk science and technology, promote the development of academic ideas and disciplines, and promote self-reliance
(2) Carry forward the scientific spirit, popularize the scientific knowledge of silk, carry out the continuing education activities in the field of silk, and spread the scientific ideas and methods
(3) Accept the tasks in the field of silk science and technology entrusted by competent departments and enterprises at all levels, organize investigation and research, put forward relevant technical and policy suggestions, and provide technical consulting services
(4) Editing, publishing and distributing academic journals and scientific and technological books of silk discipline, and disseminating scientific and technological information
(5) To carry out silk science and technology exchange activities, enhance scientific and technological cooperation, and develop friendly exchanges with national surgical technology organizations and scientific and technological workers
(6) Reflect the suggestions, opinions and demands of members and silk science and technology workers, safeguard the legitimate rights and interests of members and science and technology workers, and promote the construction of scientific ethics and style of study.
(7) We should promote the transformation of silk science and technology achievements, promote the combination of production, study and research, and promote the progress of Industrial Science and technology
(8) Carry out continuing education and training, train and recommend talents, and carry out commendation and reward after approval.
(9) We will carry out demonstration and consultation services in science and technology, hold science and technology exhibitions, and provide support
Hold scientific research; accept entrustment to undertake project evaluation, achievement and technology evaluation, participate in and undertake technical standard formulation, technical qualification evaluation and certification.

Chapter III membership
Article 7 the members of the society include individual members and unit members.
Article 8 members who apply to join the society shall meet the following requirements:
(1) Support the constitution of the society
(2) Have the intention to join the society
(3) Those who meet one of the following requirements in the field of silk can apply for membership of the society:
1. Science and technology workers of silk and related disciplines who have obtained lecturer, assistant researcher, agronomist, engineer, economist and other intermediate technical titles or master's degree or above
2. Graduated from university and engaged in silk research, teaching and production for more than two years
3. Non university graduates, engaged in silk research, teaching, production and other work for more than five years, with work experience and academic level, or work achievements and achievements.
4. Leaders and business backbones engaged in production, operation and management of silk industry.
(4) Enterprises, institutions or social organizations that are engaged in scientific research, education, production, operation and management in the silk industry or related to the silk discipline and have a number of scientific and technological teams are willing to join the society, participate in its activities and enthusiastically support its work. They can apply for membership.
Article 9 membership shall be carried out in accordance with the following procedures:
1. An individual member shall apply for membership by himself, and two members of the society shall be introduced. He shall be a member upon approval of the Standing Council of the society, or a group member entrusted by the society (provincial, regional and municipal silkworm Society) shall be a member upon approval and report to the office of the society for record.
2. A member of a unit shall be a member upon the approval of the Standing Council of the society.
3. The Standing Council issues individual membership card or unit membership card to the society office.
Article 10 members shall enjoy the following rights
(1) The right to vote, to be elected and to vote
(2) Participate in the activities of the society
(3) Get the priority and preferential right of the society's service
(4) The right to criticize and supervise the work of the society
(5) Membership is voluntary and membership is free.
Article 11 members shall perform the following obligations:
(1) Abide by the constitution of the Institute and implement the resolutions of the Institute
(2) Pay the membership fee on time according to the regulations of the association
(3) Finish the work assigned by the society
(4) Safeguard the legitimate rights and interests of the society
(5) Report the situation to the society and provide relevant information
(6) Other obligations stipulated in the articles of association.
Article 12 when a member withdraws from the association, he shall notify the association in writing and return his membership card.
If a member does not pay the membership fee or does not participate in the activities of the society for one year, he will be deemed to withdraw from the society automatically.
Article 13 in case of any serious violation of the articles of association, the member shall be removed by the Council or the Standing Council. The membership of those deprived of political rights will be cancelled naturally.
Chapter IV selection and removal of organizations and persons in charge
Article 14 the greater authority of the society is the member congress, which exercises the following functions and powers:
(1) To formulate and amend the articles of Association
(2) Election and removal of council members
(3) To consider the work report and financial report of the Council
(4) To establish the standard of membership fee
(5) Decide on termination
(6) Decide on other major issues.
Article 15 the general meeting shall be convened only when more than 2 / 3 of the members' representatives are present, and its resolution shall take effect only when it is approved by more than half of the members' representatives present. The formulation and amendment of the articles of association shall be approved by more than 2 / 3 of the representatives of the members present.
Article 16 the association shall hold a member congress every five years to complete the work of the Council. If the meeting needs to be held in advance or postponed under different circumstances, the Council shall make a resolution and report it to the China Association for science and technology for examination and approval by the Ministry of civil affairs. The advance or extension time shall not exceed one year. The preparatory work of the Congress should be carried out under the leadership of the Council or the Standing Council in accordance with the rules and procedures of the association.
Article 17 the board of directors is the executive organ of the member congress
When the Congress is not in session, it leads the society to carry out its daily work and is responsible for the National Congress.
The board of directors shall be elected by the member congress after consultation and deliberation according to the quota allocated by the last board of directors. The directors should be scientists and scientists with academic achievements, decent style of study and enthusiasm for the work of the society, as well as management workers who are enthusiastic and supportive of the work of the society and engaged in the organization of relevant disciplines. The composition of the Council should reflect the principle of the combination of the elderly, the Chinese and the youth, and each session should be updated by no less than one third.
According to the needs of its work, the Council establishes a number of working committees to assist the Council in its work. A number of committees or branches are set up as academic organizations under the leadership of the Council. Members of the committee shall be appointed by the Council or the Standing Council. In order to keep close contact with members, we can establish grassroots member groups in grassroots units with more members, or we can establish joint member groups in grassroots units with fewer members in the same area.
Article 18 the functions and powers of the Council are as follows:
(1) Implement the resolutions of the member congress
(2) To elect and remove the executive director, the chairman, the vice-chairman and the Secretary General
(3) To prepare for the convening of the all member congress
(4) Report the work and financial situation to the member congress
(5) To decide on the admission or removal of members
(6) To decide on the establishment, alteration and cancellation of offices, branches, representative offices and entities
(7) To decide on the appointment of the deputy secretary general and the principal persons in charge of the institutions
(8) Formulate the activity plan of the Institute, and lead the work of each institution of the Institute
(9) Formulate internal management system
(10) To hold the next member's Congress, to carry out awards and commendation activities and to hold academic activities
(11) To decide on candidates for honorary titles and honorary posts
(12) Perform other functions and powers as stipulated in the articles of association.
Article 19 the Council shall be convened only when more than two-thirds of the directors are present, and its resolution shall take effect only when more than two-thirds of the directors present vote.
Article 20 the Council shall hold a meeting once a year. In case of different circumstances, it may be held by means of communication.
Article 21 the society shall establish a standing council. The Standing Council shall be elected by the Council, and its number shall not exceed 1 / 3 of the directors. When the Council is not in session, the Standing Council shall exercise the functions and powers of Article 18 (1, 3, 5, 6, 7, 8, 9 and 11) and shall be responsible to the Council.
Under the leadership of the Standing Council, the Institute has set up an office, which authorizes the Secretary General to be responsible for the daily work of the office. If the conditions are met, an organization of the Communist Party of China should be established.
Article 22 The Standing Council shall be convened only when more than two thirds of the standing directors are present. The resolution shall come into force only if it is passed by more than 2 / 3 of the standing directors present at the meeting.
Article 23 The Standing Council shall hold a meeting every half a year. In case of different situations, it may be held by means of communication.
Article 24 the president, vice president and Secretary General of the Institute shall meet the following requirements:
(1) Love the motherland, adhere to the party's line, principles and policies, have good moral quality and style of study
(2) Teachers, scholars or influential people with high attainments in their own disciplines and business fields
(3) Enthusiasm to learn to work, good health, can adhere to the normal work
(4) The age of the chairman and vice-chairman shall not exceed 70 years old, and the age of the Secretary General shall not exceed 62 years old and be full-time
(5) No criminal punishment of deprivation of political rights
(6) Having capacity for civil conduct
(7) Democratic work style and strong team spirit.
Article 25 If the chairman, vice-chairman and secretary-general of the society are over the age of appointment, they shall be approved by the Council and submitted to the China Association for science and technology for examination and approval by the Ministry of civil affairs.
Article 26 The term of office of the president, vice president and Secretary General of the Institute is the same as that of the board of directors, and they shall be re elected for no more than two terms. If the term of office needs to be extended due to special circumstances, it shall be approved by more than 2 / 3 of the member representatives of the member congress, submitted to the China Association for science and technology and approved by the Ministry of civil affairs.
Article 27 the President shall be the legal representative of the Institute.
Under different circumstances, the deputy director general or the Secretary General may act as the legal representative with the authorization of the director general and the consent of the Council, and after being submitted to the China Association for science and technology for examination and approved by the Ministry of civil affairs.
The legal representative shall sign relevant important documents on behalf of the society.
The legal representative of the society shall not concurrently serve as the legal representative of other organizations.
Article 28 the president of the society shall exercise the following functions and powers:
(1) The Council convenes and presides over the Standing Committee
(2) Check the implementation of resolutions of the member congress, the Council and the Standing Council.
Article 29 the Secretary General of the society shall exercise the following functions and powers:
(1) To preside over the daily work of the administrative organs and organize the implementation of the annual work plan; (2) to coordinate the work of all branches, representative organs and entities; (3) to nominate the deputy secretary general and the main responsible persons of all organs and submit them to the Council or the Standing Council for decision; (4) to decide on the employment of full-time staff of the administrative organs, representative organs and entities; (5) Deal with other daily affairs.
Chapter V principles of asset management and use
Article 30 the sources of funds of the organization are as follows:
(1) Membership fee
(2) Donation
(3) Funding
(4) Income from activities or services carried out within the approved business scope;
(5) Interest
(6) Other legitimate income.
Article 31 the society shall collect membership dues in accordance with the relevant provisions of the state. The society carries out commendation and reward activities without charge.
Article 32 the funds of the institute must be used for the business scope and the development of the cause specified in the articles of association, and shall not be allocated among the members.
Article 33 The Institute shall establish a strict financial management system, and the accounting data shall be legal, true, accurate and complete.
Article 34 The Institute shall be equipped with qualified accountants. An accountant shall not concurrently serve as a cashier. Accountants carry out accounting and supervision. When the accountant transfers or leaves his job, he / she shall go through the handover procedures with the receiver.
Article 35 the asset management of the Institute shall be in accordance with the financial management system stipulated by the state and subject to the supervision of the member congress and the financial department. If the source of assets belongs to the state funded social donation or subsidy, it shall be subject to the supervision of audit institutions, and the relevant information shall be disclosed to the public in an appropriate way.
Article 36 The Institute shall accept the financial audit organized by the China Association for science and technology and the Ministry of civil affairs before changing its term of office or its legal representative.
Article 37 the assets of the Institute shall not be occupied, divided or misappropriated by any unit or individual.
Article 38 the wages, insurance and welfare benefits of the full-time staff of the society shall be implemented with reference to the relevant provisions of the state on public institutions.
Chapter VI procedures for amending the articles of Association
Article 39 Any amendment to the articles of association of the society shall be approved by the Council and then submitted to the National Congress for deliberation.
Article 40 the revised articles of association of the society shall be submitted to the China Association for science and technology for examination within 15 days after the approval of the member congress, and shall take effect after being approved by the society registration authority.
Chapter VII termination procedure and property disposal after termination
Article 41 the Council or the Standing Council shall propose a motion for termination if the group needs to be cancelled due to the completion of its purpose or dissolution on its own or due to separation, merger or other reasons.
Article 42 the group's termination motion shall be approved by the member congress and submitted to the China Association for science and technology for examination and approval.
Article 43 before the termination of the group, a liquidation organization shall be established under the guidance of the China Association for science and technology and relevant authorities to clear up the creditor's rights and debts and deal with the aftermath. During the period of liquidation, activities other than liquidation shall not be carried out.
Article 44 the organization shall be terminated after the cancellation of registration by the Ministry of civil affairs.
Article 45 under the supervision of the China Association for science and technology and the Ministry of civil affairs, the remaining property after the termination of the group shall be used for the development of undertakings related to the purpose of the group in accordance with the relevant provisions of the state.
Chapter VIII supplementary provisions
Article 46 the articles of association were deliberated and approved by the 9th member congress of China silkworm society on December 8, 2011.
Article 47 the power of interpretation of the articles of association belongs to the Council of China silkworm society.
Article 48 the articles of association shall come into force on the date of approval by the Ministry of civil affairs.

Article 30 the sources of funds of the organization are as follows:
(1) Membership fee
(2) Donation
(3) Funding
(4) Income from activities or services carried out within the approved business scope;
(5) Interest
(6) Other legitimate income.
Article 31 the society shall collect membership dues in accordance with the relevant provisions of the state. The society carries out commendation and reward activities without charge.
Article 32 the funds of the institute must be used for the business scope and the development of the cause specified in the articles of association, and shall not be allocated among the members.
Article 33 The Institute shall establish a strict financial management system, and the accounting data shall be legal, true, accurate and complete.
Article 34 The Institute shall be equipped with qualified accountants. An accountant shall not concurrently serve as a cashier. Accountants carry out accounting and supervision. When the accountant transfers or leaves his job, he / she shall go through the handover procedures with the receiver.
Article 35 the asset management of the Institute shall be in accordance with the financial management system stipulated by the state and subject to the supervision of the member congress and the financial department. If the source of assets belongs to the state funded social donation or subsidy, it shall be subject to the supervision of audit institutions, and the relevant information shall be disclosed to the public in an appropriate way.
Article 36 The Institute shall accept the financial audit organized by the China Association for science and technology and the Ministry of civil affairs before changing its term of office or its legal representative.
Article 37 the assets of the Institute shall not be occupied, divided or misappropriated by any unit or individual.
Article 38 the wages, insurance and welfare benefits of the full-time staff of the society shall be implemented with reference to the relevant provisions of the state on public institutions.
Chapter VI procedures for amending the articles of Association
Article 39 Any amendment to the articles of association of the society shall be approved by the Council and then submitted to the National Congress for deliberation.
Article 40 the revised articles of association of the society shall be submitted to the China Association for science and technology for examination within 15 days after the approval of the member congress, and shall take effect after being approved by the society registration authority.
Chapter VII termination procedure and property disposal after termination
Article 41 the Council or the Standing Council shall propose a motion for termination if the group needs to be cancelled due to the completion of its purpose or dissolution on its own or due to separation, merger or other reasons.
Article 42 the group's termination motion shall be approved by the member congress and submitted to the China Association for science and technology for examination and approval.
Article 43 before the termination of the group, a liquidation organization shall be established under the guidance of the China Association for science and technology and relevant authorities to clear up the creditor's rights and debts and deal with the aftermath. During the period of liquidation, activities other than liquidation shall not be carried out.
Article 44 the organization shall be terminated after the cancellation of registration by the Ministry of civil affairs.
Article 45 under the supervision of the China Association for science and technology and the Ministry of civil affairs, the remaining property after the termination of the group shall be used for the development of undertakings related to the purpose of the group in accordance with the relevant provisions of the state.
Chapter VIII supplementary provisions
Article 46 the articles of association were deliberated and approved by the 9th member congress of China silkworm society on December 8, 2011.
Article 47 the power of interpretation of the articles of association belongs to the Council of China silkworm society.
Article 48 the articles of association shall come into force on the date of approval by the Ministry of civil affairs.
